Beginning November 1, 2025, the U.S. Department of Agriculture (USDA) has confirmed that CalFresh benefits will be delayed due to the ongoing federal government shutdown. We anticipate delayed November CalFresh benefits will be loaded onto the EBT cards once the shutdown ends.
Residents can continue to apply for CalFresh and EBT cards will be issued. Active CalFresh cases will remain open. Please continue to encourage customers to submit their SAR7 semi-annual reports, recertifications and verification documents, so when benefits do become available, they can receive them as quickly as possible. There are no impacts to CalWORKs or Medi-Cal benefits at this time.
The County of Orange Social Services Agency has created a webpage where partners can stay informed on the CalFresh benefits delay while also accessing helpful marketing materials that can be shared with the community.
Food banks expect to see an influx of people needing help. We are asking our community partners to refer clients to 2-1-1 Orange County’s website or dial 2-1-1. Our agency has compiled a list of resource guides with information on food, housing and other resources.

CalFresh is a nutrition assistance program that helps individuals and families purchase healthy foods. The program issues monthly benefits via an EBT card which is used like a debit card. Our team helps guide people through the application process.
