Classified Senate Shared Governance information

"Shared Governance" provides classified staff an opportunity to participate effectively in the governance of the district and college. It is the opportunity for classified employees to have a "voice" in the decision-making process regarding issues that effect classified staff, particularly issues outside the scope of bargaining.

The right for classified participation in "shared governance" is established in the California Education Code (Sections 70901 and 70902)by the enactment of AB 1725 (the Community College Reform Act of 1989).

Why should we participate in shared governance?

Because classified employees are an integral part of the community college environment and shared governance affords classified employees an opportunity to provide classified "insight" to college issues.

Because there are numerous critical issues in which the expertise of the staff is of paramount importance to the welfare of the college and district.

Because, if the "classified voice" is not effectively "shared," then the "governance" impact could have an adverse impact on classified employees.

Because "shared governance" is a right. And, rights have a tendency to be lost, if they are not exercised.

The governing board is obligated under AB 1725 to provide classified employees with an opportunity for effective participation. In an effort to provide continued improvement in our district and college, we should feel obligated to enter into this process and stand ready to provide the best input possible.

Shared Governance Definition

Guidelines contained in AB 1725 (the Community College Reform Act of 1989) require the governing boards of community college districts to adopt policies and procedures which provide college staff the opportunity to participate effectively in the college's decision-making process.

"Shared Governance" is the act of the community college governing board ensuring faculty, staff, and students the right to participate effectively in district and college governance, and the opportunity to express their opinions at the campus level and to ensure these opinions are given every reasonable consideration.
